Is it white and scaly? It could be psorasis, you might have need of cream from the doctor for it. Use Tea Tree Oil on it, it really "tingles" but it stops the itch for a while. I use tea tree oil shampoo for alike thing beside my elbow, and use it for my hair, outstandingly effective.
